No. Anyone with a smartphone can install and use mAadhaar App.
Without a registered mobile number, Aadhaar number holder will be able to avail only few services such as Order Aadhaar PVC card, Locate Enrolment Center, Verify Aadhaar, Scanning QR code etc.
However registered mobile number is mandatory to create the profile in mAadhaar and use the same as digital identity and avail all other Aadhaar services. The OTP will be sent only to registered mobile for creating the profile in mAadhaar.

MyAadhaar portal is a login based portal containing an array of Aadhaar related services. An Aadhaar Number holder may visit MyAadhaar by clicking on https://myaadhaar.uidai.gov.in/

An Aadhaar Number holder can login MyAadhaar portal using Aadhaar number and OTP received on registered mobile number.

Few services like QR code scan, Book an Appointment, Order Aadhaar PVC card, Check Enrolment status, Locate Enrolment Center, File a complaint etc. can be accessed without registered mobile number on MyAadhaar portal.

An Aadhaar Number holder can avail all Aadhaar related online services in few clicks using MyAadhaar portal which are categorized on Homepage with relevant icons and FAQ sections.

mAadhaar is mobile based application for smartphones on Android or iOS, whereas myAadhaar is a login based portal where Aadhaar number holder can avail an array of Aadhaar based online services. 

No, the Aadhaar app cannot be used outside India.

No SDK is required. The OVSE must follow the QR generation guidelines issued by UIDAI. A registered OVSE may contact UIDAI for any technical support related to QR generation.

No, it is not mandatory to provide a mobile number or email id for Aadhaar enrolment of Resident Indian (email is mandatory for NRI and Resident Foreign National).
But it is always recommended to provide a mobile number and email id so that you get updates regarding your Aadhaar application status and can get a number of services based on Aadhaar through OTP-based authentication.

Aadhaar has an inclusive approach and its enrolment/ update processes are accessible to all including persons with disabilities. The Regulation 6 of Aadhaar (Enrolment and update) Regulations, 2016 provides for enrolment of individuals with biometric exceptions, which inter-alia lays down that:

1. For Individuals seeking enrolment who are unable to provide fingerprints, owing to reasons such as injury, deformities, amputation of the fingers/ hands or any other relevant reason, only Iris scans of such individuals will be collected.
2. For Individuals seeking enrolment who are unable to provide any biometric information contemplated by these regulations, the Authority shall provide for handling of such exceptions in the enrolment and update software, and such enrolment shall be carried out as per the procedure as may be specified by the Authority for this purpose.
